The Etorkizuna Eraikiz model
The Etorkizuna Eraikiz model is based on two major spaces (Gipuzkoa Taldean and Gipuzkoa Lab) and a liaison body (Proiektuen Bulegoa). These two spaces are systematically developing three crosscutting areas: research, internationalisation and dissemination. To work optimally, the model requires the development of three processes: management, socialisation and communication.
The concept of open and collaborative governance is a way for governments to “make politics”, which first came to the fore a few decades ago. Its purpose is to change the relationship between politics and society, getting away from the model to which we have become habituated by representative democracies. That model of relationship is characterised by a weak, distant, occasional and hierarchical link between the political heads in government and the general public and citizenry.
Across the world, there are many experiences, interpretations and applications of the open and collaborative governance principle. They have their similarities and differences but are all fundamentally based on the creation of new relationships and forms of collaboration between government and civil society. Etorkizuna Eraikiz is intended as a specific model for understanding, applying and representing open and collaborative governance, a way of “making politics”. Its purpose is to work collectively to detect the future challenges facing the province of Gipuzkoa, design the best means of addressing them, experiment with possible responses in real contexts with the aid of different agents and apply the results in the public policies of the regional government.
The Etorkizuna Eraikiz model —which has been designed and backed by the provincial government of Gipuzkoa— has its own foundations, logic, properties, structure and working guidelines. The provincial government has designed its own structure in order to guide, promote, manage and support the development of Etorkizuna Eraikiz.

1. Etorkizuna Eraikiz Think-tank
The thinktank consists of different "reflection" groups that meet to exchange ideas and identify and propose initiatives and discuss challenges for the future of Gipuzkoa. The “Gipuzkoa Think-Tank” is the axis around which the activity of the different reflection groups revolves.
2. Open budgets
This is an initiative whereby each year, when the regional budget is being drawn up, citizens have an opportunity directly to express their concerns, desires, priorities, recommendations and suggestions.
3. Citizens' projects
The purpose here is for innovative projects to be proposed and —if appropriate— developed. The projects are related to the strategic areas identified within the framework of Etorkizuna Eraikiz and are gathered through annual calls for submissions organised by the Provincial Government's General Strategy Office.

4. Experimental Projects
An experimental project is an initiative that is aligned with one or more of Etorkizuna Eraikiz strategic areas; its purpose is to provide a response to one or more challenges; it is developed by an interdisciplinary partnership consisting of a team from the Provincial Government of Gipuzkoa, different agents from the province and agents from outside the territory who have the function of comparing and contrasting it; it is oriented towards practical experimentation with a triangular approach, based on three crosscutting lines: research, internationalisation, dissemination.
